India’s Cabinet fixes a minimum support price (MSP) for each kharif and rabi marketing season. This board sets the prices out crop by crop, with the change on the previous season and the margin over the cost of production that the government states. Every figure is taken from the Cabinet decision as published by the Press Information Bureau.

What the release says
The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, approved higher MSPs for all six mandated rabi crops. The release says the MSPs follow the Union Budget 2018-19 announcement that MSP would be fixed at no less than 1.5 times the all-India weighted average cost of production. The table's cost column is headed 'Cost of Production RMS 2027-28' and its footnote says it covers all paid-out costs (such as hired labour, bullock or machine labour, rent for leased land, seed, fertiliser, irrigation, depreciation, interest on working capital and pump-set energy) plus the imputed value of family labour. The release does not use the label A2+FL. The expected margin over cost is highest for wheat (106%), followed by rapeseed and mustard (96%), lentil (92%), gram (59%), barley (58%) and safflower (50%). Safflower has the largest absolute increase (Rs 675), followed by rapeseed and mustard (Rs 413) and lentil (Rs 390); wheat rises by Rs 25. The release says the aim is to ensure remunerative prices and encourage crop diversification, and that pulses and oilseeds have been favoured with higher MSPs in recent years.

What the release says
The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, approved higher MSPs for 14 kharif crops. The release says the increases follow the Union Budget 2018-19 announcement that MSP would be fixed at no less than 1.5 times the all-India weighted average cost of production. The cost column in the table covers all paid-out costs (such as hired labour, machine labour, rent for leased land, material inputs, irrigation, depreciation, interest on working capital, and fuel or electricity) plus the imputed value of family labour. The release does not use the label A2+FL. Cost data are not compiled separately for Paddy (Grade A), Jowar (Maldandi) and Cotton (Long Staple), so cost and margin are null for those three. The release expects the highest margins over cost for moong (61%), then bajra and maize (56% each) and tur/arhar (54%); the table gives 50% or 51% for the other crops. The largest absolute increases are for sunflower seed (Rs 622), cotton (Rs 557), nigerseed (Rs 515) and sesamum (Rs 500). The release says higher MSPs are being used to encourage growers to shift towards pulses, oilseeds and nutri-cereals (Shree Anna). The PIB table also lists 2013-14 MSPs, which are not reproduced here.
